Parking Eye appeal – step by step

1. Introduction

This page explains how to appeal your parking charge notice to Parking Eye.  It contains step-by-step  instructions on how to complete a template appeal letter to send to Parking Eye to request that the notice be withdrawn.  It costs nothing to appeal, and the appeal process is now regulated so that it is fairer than it used to be.  If you aren’t yet sure if you want to appeal, then refer to this page to see you other options regarding the notice.  If you’ve already made up your mind to appeal then carry on to step 2 below.

2. Parking eye appeal – template letter

 A template letter to appeal to Parking Eye can be found on this page.  You should customise your letter using the instructions on that page.  Once you have prepared your appeal letter, carry on at step 3 below.

3. How to send the completed template to Parking Eye

Once you have customised the template to suit your own circumstances, you should send the letter to Parking Eye using all of the following three delivery methods:
  1. By email to appeals@parkingeye.co.uk
  2. By completing the online form on the Parking Eye website at www.parkingeye.co.uk/contact-us    You should copy the completed appeal form into the “Appeal Details” input box, and also attach a file containing your appeal using the “Browse” button.
  3. By postal mail to PO Box 565, Chorley, PR6 6HT    Send the postal mail at your local post office, if you can, and request a free proof of posting certificate.  Don’t bother sending the letter “signed for” or “registered” because there is no guarantee Parking Eye will sign for your letter.
After you have sent your letter you must follow the directions below which describe what to do if your appeal is rejected or what do if  you don’t hear from them at all.

4. If ParkingEye reject your appeal

If ParkingEye reject your appeal, then they are required to provide you with a 10 digit POPLA code that allows you to make an appeal to the independent appeals board called “POPLA”.   The POPLA board will not accept appeals without the POPLA code.  The POPLA code proves you have had your appeal rejected by Parking Eye. It is very important that you identify the POPLA code on the rejection letter.  the POPLA code is a 10 digit number in the format PPPDDDYNNN where:
  • PPP is a three digit code identifying the Parking Company.
  • DDD is the day of the year (001-367) they issued the POPLA code
  • Y is the last digit of the year they issued the POPLA code. For 2013, this will be 3.  For 2014 it will be 4.
  • NNN is a sequential number.
If Parking Eye reject your appeal, the next step is to appeal to POPLA which is an independent appeal panel.  See this page for details of how to appeal to POPLA.

5. If Parking Eye reject your appeal but fail to provide a POPLA code

 If Parking Eye don’t accept your appeal, then they must provide you a POPLA code.  If they do not provide you one, you need to immediately contact them and ask for one.

6. If Parking Eye fail to acknowledge your appeal with 14 days

Parking eye must acknowledge you appeal with 14 days of them receiving it.  You can assume they have received it two business days after the date on your proof of posting certificate.  If ParkingEye do not send you an acknowledgement ofyour appeal within this time period, you should contact them again.  If its on honest mistake they will rectify it and send you the acknolwedgement.  If  you think they are avoiding you, you can complain to the BPA that Parking Eye are notconforming to their code of practice.

 7. If Parking Eye fail to respond to your appeal within 35 days

ParkingEye must reply to your appeal within 35 days of them receiving it. You can assume they have received it twobusiness days after the date on your proof of posting certificate.   If they have not replied to you with the outcome of your appeal within 35 days, then you can contact them and advise them you haven’t received their response to your appeal.  If its an honest mistake they will rectify it and send you the accept or rejection notice.  If  you think they are avoiding you, you can complain to the BPA that Parking Eye are not conforming to their code of practice.
